Public Financial Disclosure (OGE-278s)

Presidential appointees confirmed by the Senate, General Officers, members of the Senior Executive Service, and certain individuals who ear over a specific dollar amount are required to file an OGE-278 "Public Financial Disclosure Report" annually. The OGE-278s must generally be filed within 30 days of appointment to a covered position, and thereafter, every year by May 15. Individuals occupying a position in which they are required to file an OGE-278 are also required to file a "termination report" within 30 days of leaving that position through resignation or retirement.

Pursuant to the recently enacted Stop Trading on Congressional Knowledge Act (STOCK Act), effective July 3, 2012, OGE-278 filers must also report certain transactions over $1000 not later than 30 days after receiving notification of such transaction, and in no case later than 45 days after such transaction occurs. Transactions (purchase, sale or exchange) of STOCKS, BONDS, COMMODITIES, FUTURES, or other forms of SECURITIES owned by the filer where the transaction exceeds $1000 must be reported. Filers are strongly encouraged to simplify the process by submitting the report on the fifteenth day (15th) of each calendar month. This report would contain all necessary transactions that occurred during the previous calendar month and transactions that the filer received notification of during the first 14 days of the current calendar month. Other individuals at the level of O-6/GS-15 or below may be required to file an OGE-450 "Confidential Financial Disclosure Report" when assigned to designated positions. Please click here for additional information about the OGE-450 filing requirements.

OGE-278 filers must complete annual government ethics training. This requirement can be satisfied by linking to the online training module (available September 2013).

OGE-278 filers should utilize the Financial Disclosure Management (FDM) online program to prepare the required financial disclosure reports. FDM simplifies the report preparation process by guiding the filer through entering reportable financial information. Additionally, FDM:
Allows incumbent filers to pre-populate each new report with information from the report of the previous year
Monitors the data entered, "flagging" missing or erroneous items
Enables the filers to submit their report online using a digital signature and allows reviewers to online as well as electrically sign the reports
"Termination Report" OGE-278 filers who will no longer have access to a CAC-enabled computer may file their report using the OGE-278e form located on the OGE website. The paper version of the form is available in Excel only.
